In this idea, I've combined a gavel and magnifying glass into one symbol where the handle of the magnifying glass is dual-purpose as the handle of the gavel. I've mocked it up in a blue/black/white version and a white/green version.

Dark and light green versions of the book logo. I've used a couple of different icons to symbolize the business/service:
Town Hall (dark green version): The town hall is a strong symbol of the legal system
Magnifying Glass (light green version): The magnifying glass communicates keyword "search"
Also, it might be worth mentioning that the book outline was designed so that the whitespace looks like the letter "U". Hope that makes sense :)

Here is my design.
I've used a book and scale to communicate clearly the idea that users will have access to a wide range of legal records (federal and case law).
I'm happy to adjust it if needed. You mentioned that you also need a light green and dark green version. I'll be sending those over shortly as well as a business card mockup in blue. Let me know what you think!
